We discussed the requirement of fire extinguishers according to the area and class of fire, in our previous topic. Fire extinguishers are first aid firefighting equipment. These extinguishers will serve to fight the fire in initial stage of the fire. When the fire has become a major, then we need adequate other sources of firefighting material. We will discuss these provisions in this topic.

Ineveryfactory,adequateprovisionofwatersupplyforfirefightingshallbemade andwheretheamountofwaterrequiredinlitresperminuteas calculatedfromthe
formulaA+B+C+Ddividedby20 (twenty)is550(fivehundredandfifty)ormore,
Powerdriventrailerpumpsofadequatecapacitytomeettherequirementof water ascalculatedaboveshallbeprovidedandmaintained.

 
Intheaboveformula—
 
A=      Thetotalareainsquaremetresofall floorsincludinggalleriesinall buildingsofthe factory;
 
B=      Thetotalareainsquaremetresofall floorsandgalleriesincludingopenspacesin whichcombustiblematerialsarehandledorstored;
 
C=      Thetotalareainsquaremetresofall floorsover15metresabovegroundleveland
 
D=     Thetotalareainsquaremetresofall floorsofall buildingsotherthanthoseoffire resistingconstruction:
 
Providedthatinareaswherethefireriskinvolveddoesnotrequireuseofwater,such areasunderB, CorD may,forthepurposeof calculation,behalved:
Providedfurtherthatwheretheareas under B,CorD areprotectedbypermanentautomaticfire fightinginstallationsapprovedby any fireassociationorfireinsurancecompany,suchareasmay, forthepurposeof calculation,behalved:
Providedalso thatwherethefactoryissituatedatnotmorethan threekilometresfrom an establishedcityortownfireservice, thepumping capacity basedontheamountofwaterarrived atbytheformula above maybereduced by25%butnoaccount shallbetakenofthisreduction incalculatingwatersupplyrequiredunderclause(a).
 

(b) Eachtrailerpumpshallbeprovidedwith equipmentas perScheduleII appendedto thisrule.SuchequipmentshallbeconformtotherelevantIndianStandards.
 
(c)
 
Trailerpumpsshallbehousedinaseparateshedorshedswhichshallbesited closetoaprincipalsourceofwatersuppliesinthevicinityofthemainrisksofthe
factory.
 
(d)
 
Infactorieswheretheareaissuchthatitcannotbereachedbyman-haulingof
trailerpumpswithinreasonabletime,vehicleswithtowingattachmentshallbe
providedatthescaleofoneforeveryfourtrailerpumpswithaminimumofone suchvehiclekeptavailableatailtimes.
 
(e)
 
Watersupplyshallbeprovidedtogiveflowofwaterasrequiredunderclause(a)
foratleastonehundredminutes.Atleastfiftypercentofthiswatersupplyor
4,50,000litreswhicheverisless,shallbeintheformofstatictanksofadequate
capacities(notlessthan4,50,000litreseach)distributedroundthefactorywith
due regard  to the  potentialfire risksin the factory,(wherepiped supplyis provided,thesizeofthemainshallnotbelessthanfifteencentimetres diameter anditshallbecapableofsupplyingaminimumof4,500litresperminuteata
pressureofnotlessthansevenkilogramspersquarecentimetre).
 
(f)
 
All trailerPumpsincludingtheequipmentprovidedwiththemandthevehiclesfor towingthemshallbemaintainedingoodconditionandsubjectedtoperiodical
inspectionandtestingasrequired.

(a)
 
Thefirstaidandotherfirefightingequipmenttobeprovidedas requiredinsub-
rules(10)and(11)shallbeinchargeof atrainedresponsibleperson.
 
(b)
 
Sufficient numberofpersonsshallbetrainedintheproper handlingoffirefightingequipmentasreferredtoinclause(a)andtheiruseagainstthetypesoffirefor
whichtheyare intendedtoensurethatadequatenumberofpersonsareavailable
forfirefightingbothbymeansoffirst-aidfirefightingequipmentandothers.Such personsshallbeprovidedwithclothingandequipmentincludinghelmets,beltsand
boots,preferably    gumboots.    Wherever   vehicles   with   towingattachmentare
tobeprovided asrequired inclause(d)ofsub-rule (11)sufficient numberof personsshall betrainedin drivingthesevehiclesto ensurethattrainedpersonsare availablefordrivingthemwhenevertheneedarises.
 
(c)
 
Firefightingdrillsshallbeheldasoftenasnecessaryandatleastonceinevery periodoftwomonths.

 
(13)    Automaticsprinklersandfirehydrantsshallbeinadditionandnotinsubstitutionofthe requirementsinsub-rules(10)and(11).
 
(14)    IftheChiefInspectorissatisfiedinrespectofanyfactoryoranypartofthefactorythat owingtotheexceptionalcircumstancessuch asinadequacyofwatersupply orinfrequencyofthe manufacturing processorforanyotherreason,toberecordedinwriting,alloranyofthe requirementsoftherulesareimpracticableornotnecessaryfortheprotectionofworkers,he maybyorderinwriting(whichhemayathisdiscretionrevoke)exemptsuchfactoryorpartofthefactoryfromalloranyoftheprovisionsofthisrulesubjecttotheconditionsashemayby suchorderspecify.
 
In addition to the above rules, there are few schedules related to the rules, which are mandatory to understand. We will discuss the same for about two weeks in our next few topics of the weeks.
