The central government makes acts and when the same is accepted by the state government. Further by following the central government acts, the state governments make rules according to the requirements of the state. However the basic principle will be as per the central government acts only. The factories rules are also made like that. The factory rule of Karnataka related to fire safety as mentioned in our previous topic is discussed here. There are many other guidelines of National and international levels. They are made for specific purposes. Important among them are National Building Code, NFPA guidelines, TAC guidelines etc. If someone does not follow these guidelines, it is not punishable, because these guidelines are made for some specific purposes and reasons. Whereas if someone doesn’t follow factory act and factory rules, it is a statutory violation and can be punishable offence. Therefore we will be discussing this portion in detail which will be covering Karnataka factory rules related to fire safety. Endeavour will be made to cover this topic in  three to four articles of the week .

Section 71 – Fire        protection:-(1)Processes,   equipment,plant,etc.,involvingserious explosionandseriousfirehazards.—

(a) Allprocesses,storages,equipment,plants,etc.,involvingseriousexplosionand flashfirehazardshallbelocatedinsegregated buildingswheretheequipment shallbesoarrangedthatonlyaminimum numberofemployees areexposedto suchhazardsatanyonetime.
 
(b)
 
Allindustrialprocessesinvolvingseriousfirehazardshouldbelocatedin buildings orworkplacesseparatedfromoneanotherby wallsoffire-resistantconstruction.
 
(c)
 
Equipment andplantinvolvingseriousfireorflashfirehazardshall,wherever possible,besoconstructed andinstalledthatincaseoffire,theycanbeeasily isolated.
 
(d)
 
Ventilationducts,pneumaticconveyersandsimilarequipmentinvolvinga
   
extinguishingappliancesorfire         resisting    dampers    electrically    interlocked
  with   heatsensitiveorsmokedetectorsandtheair-conditioningplantsystem.
 
(e)
 
Inallworkplaceshavingseriousfireorflashfirehazards,passagesbetween
  Machines,installationsorpilesofmaterialshouldbeatleast90cm.,wide.For
storagepiles,theclearancebetweentheceilingandthe topofthe pileshouldnot belessthan2m.
 
 
 
 
 
 

 

 
(2)
 
(a)
 
Buildingsand     plants   shallbe     so   laid   outandroads,
Passageways,etc.,so maintainedastopermitunobstructedaccessforfirefighting.
   
(b)
 
Doorsandwindowopenings shallbelocatedinsuitable positions onallexternal wallsofthebuilding toprovideeasyaccesstotheentireareawithinthebuilding forfirefighting.

 
 
(3)Protectionagainstlightningshallbeprovidedfor,—
 
(a)      Buildingsinwhichexplosiveorhighlyflammablesubstancesaremanufactured,
used,handledorstored;
 
(b)      Storagetankscontainingoils,paints,or otherflammableliquids; (c)          grainelevators;
(d)      Buildings,tallchimneysorstackswhereflammablegases,fumes,dustorlintare likelytobepresent;and
 
(e)      Substationbuildingsandoutdoortransformersandswitchyards.
 
(4)      Whereverthereisdangerof fireor explosionfrom accumulationof flammableor explosivesubstancesinair,—
 
(a)      Allelectricalapparatusshalleither beexcludedfromtheareaofriskortheyshall beofsuchconstructionandsoinstalled andmaintainedastoprevent thedanger oftheirbeingasourceofignition;
 
(b)      Effective   measures   shall    be   adopted    for   prevention    ofaccumulation of staticchargestoadangerousextent;
 
(c)      Workersshallwearshoeswithout ironorsteelnailsoranyotherexposedferrous materialswhicharelikelytocausesparksby friction;
 
(d)      Smoking,lightingorcarryingofmatches,lightersorsmokingmaterialsshallbe prohibited;
 
(e)      Transmissionbeltswithironfastenersshallnotbeused;andbe
 
(f)      allotherprecautions,asarereasonablypracticable,shallbtakentoprevent initiationof ignitionfrom allotherpossiblesourcessuch asopenflames,frictional sparks,overheatedsurfacesofmachineryorplant,chemicalorphysical-chemical reactionandradiantheat.
